Unhappy Logged in but not in bash

When I SSH into my new Ubuntu 18.04 server via Secure CRT for Windows 8.5.4, I get a plain prompt and the arrow keys don't work. In fact many things don't work, ditto for windows terminal. However, if I run bash, everything seems to work.

On windows terminal, on which I'm ssh'ed onto another Ubuntu VM, I see normal behavior.

If you run the commands ps -p $$ and echo $TERM when connected to the "other Ubuntu VM", what is the output?

What is it to the new Ubuntu VM from SecureCRT and Windows terminal?
